You will benefit from a Small User Agreement if:
- You are a person (Independent
Contractor - full or part-time), delivering Acceptable Waste which is the result
of an activity (perhaps a construction job) you are being paid to do.
- Your
company or firm is engaged in the collection, transportation, disposal or delivery
of Acceptable Waste to OCRRA Transfer (Waste Drop-Off) Stations.
Customers users
who frequently deliver materials to the Agency's two waste Transfer Stations
must have a Small User Agreement signed by this Agency.
Small users do not have
access to the Waste-To-Energy Facility, only Licensed Haulers with self-unloading
vehicles will use that facility.
To Obtain a Copy
Copies of the Small User Agreement
are available at our two Transfer Stations and at our Main Office. You may call
453-2866 to request a copy. Each section of the agreement should be read carefully
and the information attachment completed. No duplicates or prior year agreements
will be accepted and proper signature is required.
Processing Fee
The contract
review and non-refundable processing fee is:
$50.00 for a one calendar year period
$75.00 for a two calendar year period
The processing fee includes the cost
of the new numbered vehicle window stickers. If any changes are required, i.e.
you add or delete a vehicle, or you change your business name, please submit
the changes in writing and we will update your records. There is no cost for
additional stickers.
Please note: Small Business Users without a permit will
be charged an MSW rate no less than $80 per ton plus a $20.00 per load surcharge.
Surcharges
A surcharge of $20 per trip/use will be charged to all small business
users that do not have agreements or have expired agreements. Terms of Agreement
expires on December 31.. A surcharge of $20 will also be assessed for each delivery
if proof of insurance is not been on file with the Agency at the time of renewal.
Insurance Coverage
The Agency requires proof of the following insurance: Vehicle
$300,000 combined single limit. General Liability $500,000 combined single limit.

Using the Waste Drop-Off / Transfer Stations
When on the inbound (entrance)
scale, the agency will require all drivers to identify themselves (state the
permit number) and the type of waste being delivered, C&D (construction & demolition)
or MSW (municipal solid waste/trash). Please be sure your employees are aware
of the procedures. As a reminder, the Ley Creek Tansfer Station is a C&D
processing facility and offers a lower rate on this material. The Rock Cut Road
Transfer Station accepts MSW and offers only the MSW rate. In other words, C&D
rates do not apply to the Rock Cut Road facility.
