Application Fees

Any business that frequently delivers materials to Rock Cut Road and / or Ley Creek Transfer Station should become a Small Business User (SBU) in order to qualify for a lower user rate.

Frequent users without SBU status will be charged at the Municipal Solid Waste (MSW) rate, no less than $80 per ton, plus a $20.00 per load surcharge.

Typical SBU’s are:

  • Independent contractors, full or part-time, delivering acceptable waste from a job they are being paid to do.
  • Companies that are engaged in the collection, transportation, disposal, or delivery of acceptable waste to an OCRRA Transfer Station.

SBU’s do not have access to the Waste-To-Energy Facility, only licensed haulers with self-unloading vehicles are permitted to use that facility.

To become a SBU, simply complete a SBU Agreement and be issued a permit sticker and number. To obtain a copy of the SBU agreement stop by Ley Creek, Rock Cut Road, or the OCRRA Main Office. You can also call 453-2866 and request a copy.

No duplicates or prior year agreements will be accepted and a proper signature is required.

Processing Fee

There is a non-refundable processing fee:

  • $50.00 for a one calendar year period, or
  • $75.00 for a two calendar year period

The processing fee includes the review of the agreement and the cost of the numbered vehicle stickers you will receive. If any changes are required, i.e. you add or delete a vehicle, or you change your business name, please submit the changes in writing and we will update your records. There is no cost for additional stickers.

Surcharges

A surcharge of $20 per trip/use will be charged to all SBU’s that do not have agreements or have expired agreements. Terms of the SBU Agreement expires on December 31. A surcharge of $20 will also be assessed for each delivery if proof of insurance is not on file with OCRRA at the time of renewal.

Insurance Coverage

OCRRA requires proof of the following insurance: Vehicle $300,000 combined single limit. General Liability $500,000 combined single limit. Workers Comp Statutory Limits (when applicable)

Using the Transfer Stations

When on the inbound (entrance) scale, OCRRA requires all drivers to identify themselves (state the SBU permit number) and the type of waste being delivered, C&D (construction & demolition) or MSW (municipal solid waste/trash). Please be sure your employees are aware of the procedures.

As a reminder, the Ley Creek Tansfer Station is a C&D processing facility and offers a lower rate on this material. The Rock Cut Road Transfer Station accepts MSW and offers only the MSW rate. In other words, C&D rates do not apply at the Rock Cut Road facility.
